Abu Dhabi, United Arab Emirates
We work with organisations in Abu Dhabi at their own sites and remotely from Dubai, under the federal rules that apply across the UAE and the emirate's own rules for healthcare and for ADGM.
The market
Abu Dhabi adds two sets of rules that matter to a platform decision. The Department of Health sets an information and cyber security standard, ADHICS, for every healthcare entity it licenses. Abu Dhabi Global Market has its own data protection regulations, administered by its own Office of Data Protection.
Healthcare is the sector in which the location of a workload is most tightly governed in the UAE. Federal law already requires health data to be stored and processed in the country, and ADHICS adds the controls a licensed entity is audited against.
An on-premise platform answers the location question before the audit asks it. BKE runs on the entity's own servers, and our managed service operates it there without the data leaving the building.

These are the Abu Dhabi and ADGM rules most relevant to where a workload runs. The federal frameworks on the UAE page apply as well.
This summary is provided as context and is not legal advice. Which frameworks apply to an organisation depends on its sector, its licences and the data it holds, and should be confirmed with its regulator and its own counsel. Mamluk does not claim certification against any framework listed here.
